(Regulations on the use of foreign motor vehicles in Norway)

Foreign motor vehicles brought by travellers for temporary use in Norway in accordance with the Ministry of Finance's rules for duty-free and tax- free import of foreign motor vehicles for temporary use in Norway may be used here for the time and by the persons permitted by the said rules, on the following conditions:
The motor vehicle must be registered either for regular use or for temporary use in a foreign country.
If the registration is for temporary use and the motor vehicle is older than two years, and it cannot be proven that the vehicle has been approved for use by the competent authority in the country of registration for the past two years, it may not be used in Norway without approval from the Norwegian Public Roads Administration. In such cases, the vehicle must be presented for such approval within one week of importation. In the meantime, it may only be used to the extent strictly necessary.
Motor vehicles that are subject to registration under Norwegian law, but are not subject to registration under the law of the country concerned, must not be used in Norway without special approval from the Norwegian Public Roads Administration. No such approval is required for mopeds.
A motor vehicle that is not subject to registration in Norway or in the relevant state may be used here if the conditions in Section 2 are met and the motor vehicle is in a safe condition.
The registration must be valid for the time the vehicle is used in the country. The vehicle must have a registration plate and nationality mark affixed. In a vehicle registered in a country where a document showing that registration has been made was issued at the time of registration, this document must be present. Otherwise, it must be proven in some other way that the vehicle is legally registered in the country in question. Foreign vehicle registration certificates in accordance with Directive 1999/37/EEC as last amended by Directive 2003/127/EEC are recognized.
If the registration period has expired, or the motor vehicle's registration plate has been lost or damaged, the police in the cities mentioned in Section 9 may issue registration plates and vehicle registration certificates in accordance with the rules in Section 10 for the period during which the vehicle may be used in Norway.
The motor vehicle must have a valid liability insurance in accordance with the provisions in Section 15 of the Act of 3 February 1961 on liability for damage caused by motor vehicles, cf. Section 17 and regulations pursuant to the same Act.
The provisions that require a special permit for use for motor vehicles and trailers if they are of a certain size and weight also apply to foreign motor vehicles.
Proof that the vehicle is insured as mentioned and for permission regarding size and weight must always be carried while driving and presented upon inspection.
Anyone who is going to drive a motor vehicle in Norway for which a driving licence is required under Norwegian law must have a valid Norwegian or national foreign driving licence, in accordance with the Regulations of 19 January 2004 no. 298 on driving licences etc. An international driving licence is accepted together with a valid national foreign driving licence.
A person who does not have a permanent residence in Norway may, upon application, have a motor vehicle subject to registration requirements specially registered for temporary use here for a period of up to one year (tourist vehicle).
After the expiry of the period of validity of the special registration, the vehicle may not be used in Norway without being registered in the usual manner. If the vehicle is not brought out of Norway by the expiry of the period, it must be placed in a warehouse approved by the Norwegian Customs.
Conditions for registration as mentioned are
If it is clear or must be assumed to be probable that the applicant will reside in Norway for more than one year, or will take up paid employment or be self-employed here for more than three months, he is not entitled to such registration.
A person residing in Svalbard or Jan Mayen is considered, in relation to the provisions of this Section, to have permanent residence in Norway.
Only brand new motor vehicles that have not previously been registered for regular use or for temporary use here or in a foreign country, and that have been purchased here, may be registered separately, cf. Section 1, sixth paragraph.
Before special registration can be carried out, the vehicle must be approved in the usual way by the Norwegian Public Roads Administration, unless it has been type approved. An insurance certificate from the Norwegian Road Insurance Association must be submitted in accordance with the Act of 3 February 1961 on liability for damage caused by motor vehicles and regulations pursuant to the same Act. If a special permit is required under the provisions on the size and weight of motor vehicles, such permit must be submitted. Proof may be required that the person who will drive the vehicle has a valid Norwegian, foreign or international driving licence for the relevant class of motor vehicle.
Regardless of residence, a person who will drive a motor vehicle from Norway to a foreign country may have the vehicle specially registered with a validity of up to one year (export vehicle). Such registration does not give access to the vehicle in Norway for more than 14 days.
Such special registration can also be carried out when the vehicle is to be transported from Norway to a port abroad as part of the journey by regular ships that transport passenger motor vehicles.
Special registration pursuant to this section cannot be carried out if the person concerned has had a motor vehicle specially registered in Norway during the last 12 months prior to the application for such registration.
After the expiry of the 14 days mentioned in the first paragraph, the vehicle is not permitted to be used in Norway unless it has been registered in the usual manner. If the vehicle is not brought out of Norway within the expiry of the period, it must be placed in a warehouse approved by the Norwegian Customs.
The provisions of Section 5 and Section 6 apply correspondingly.
A vehicle that is specially registered in accordance with Section 4 (tourist vehicle) may only be driven by the person registered as the owner of the vehicle or a member of his household.
A vehicle that is specially registered in accordance with Section 7 (export vehicle) may only be driven during the 14-day period for driving in Norway by the person registered as the owner of the vehicle or a member of his household.
A person other than those mentioned above in this paragraph may only drive the vehicle when the owner or a member of his household is in the vehicle.
During the period during which a specially registered motor vehicle may be used in Norway, the vehicle may be taken out of the country and back in. Staying outside the country's borders has no effect on the expiry of the period set for access to use in Norway. The same applies to any storage of the vehicle without it being used.
Special registration can be carried out by the police in Oslo, Larvik, Kristiansand, Stavanger, Bergen, Trondheim and Tromsø upon application.
In the case of special registration, the vehicle registration certificate shall state the date on which the validity of the special registration expires. In the case of special registration as mentioned in Section 7, the vehicle registration certificate shall also state the date of expiry of the 14-day period. The certificate shall be marked with a 10 mm wide, vertical, red border in the margin on the far left side. The border shall state in black type the number of the month and the last two digits of the number of the year in which the validity of the registration expires. When the owner of the vehicle has no permanent residence in Norway, the address stated by him as his usual residence abroad shall be entered on the vehicle registration certificate.
The owner shall, upon registration, sign a declaration stating that the specially registered motor vehicle or trailer may only be used for personal use in accordance with the provisions of Section 8, and that he is aware that it is a criminal offence under Section 61 of the Act of 10 June 1966 no. 5 on Customs to use such a vehicle in Norway after the period for temporary use here has expired.
Separately registered motor vehicles are assigned their own license plates.
The identification marks shall consist of a number within the following series:

The plates shall be designed in accordance with the provisions for ordinary plates, and shall in addition have a 45 mm vertical, red border on each side. The left-hand border shall bear in white writing the number of the month, and the right-hand border the last two digits of the number of the year, in which the registration expires.
The vehicle must be equipped with a Norwegian nationality mark.
There is no fee for special registration. The costs of registration plates and nationality marks are borne by the vehicle owner.
The police in the district where the special registration has been made may allow a specially registered motor vehicle to be transferred to a new owner who meets the conditions for obtaining such special registration, but only for the remainder of the period for which the special registration can be made valid.
What is stipulated regarding motor vehicles in these provisions shall also apply to trailers for motor vehicles.
The Norwegian Directorate of Public Roads may issue further rules and Regulations for the completion and implementation of these provisions.
This Regulation enter into force on 23 April 1967.
From the same time, the Ministry of Transport's circular no. 33/61 Jur of 15 June 1961 on the temporary registration of motor vehicles with Q-series license plates is repealed. Permits granted pursuant to this circular shall be valid for the period for which they are granted, regardless of these provisions.
