It is prohibited to use snowmobiles on public roads.

The Norwegian Public Roads Administration may, by regulations, permit the use of snowmobiles on certain public roads in a county.  Before a decision is made, the relevant police district, municipality, county authority and the County Governor shall be consulted.

The prohibition against driving on public roads pursuant to Section 1 does not apply when crossing a public road on the shortest possible route, nor when driving on a public road is necessary due to terrain conditions.  Before entering a public road, the driver must stop the snowmobile.  The driver has a duty to yield to road users who are on the public road.

Notwithstanding the prohibition in Section 1, the use of a snowmobile on public roads is permitted in connection with

  • police, ambulance, fire, rescue, health and veterinary services,
  • driving as a necessary part of reindeer herding, livestock farming or forestry,
  • postal and telecommunications services,
  • The Armed Forces exercises, movements and transports, and
  • public supervision, inspection and service services or equivalent private servi­ces performed on behalf of public authorities.

When special reasons exist, the Norwegian Public Roads Administration may, after the relevant police district has given its opinion, permit driving on public roads that would otherwise be prohibited under these regulations.  The permit may be granted for a specific case or a specific period of time.  The Norwegian Public Roads Administration may set conditions for the permit.

Snowmobiles used on public roads must not be driven faster than 30 km/h.

When necessary or to significantly facilitate the service, the provisions of these regulations regarding maximum permitted speed may be deviated from by emergency vehicles and drivers of vehicles in police service.

These Regulations enter into force on 1 July 2002.

From the same date, the following Regulations are repealed:

  • Regulations of 30 November 1984 no. 1955 on the use of snowmobiles on pub­lic roads.
  • Regulations of 5 December 1984 no. 2079 on the prohibition of use of snow­mobiles on certain public roads in Finnmark County.
  • Regulations of 11 December 1985 no. 2179 on the prohibition of use of snow­mobiles on certain roads in Nord-Trøndelag County.
  • Regulations of 3 January 1986 no. 53 on the prohibition of use of snowmobiles on certain public roads in Sør-Trøndelag County.
  • Regulations of 17 September 1992 No. 722 on the use of snowmobiles on cer­tain public roads in Nordland County.
  • Regulations of 30 January 1995 no. 142 on the use of snowmobiles on public roads in Buskerud County.
  • Regulations of 28 August 1996 no. 876 on the use of snowmobiles on public roads in Troms County.
