The Norwegian Public Roads Administration may, by regulations, permit the use of snowmobiles on certain public roads in a county. Before a decision is made, the relevant police district, municipality, county authority and the County Governor shall be consulted.
The prohibition against driving on public roads pursuant to Section 1 does not apply when crossing a public road on the shortest possible route, nor when driving on a public road is necessary due to terrain conditions. Before entering a public road, the driver must stop the snowmobile. The driver has a duty to yield to road users who are on the public road.

When special reasons exist, the Norwegian Public Roads Administration may, after the relevant police district has given its opinion, permit driving on public roads that would otherwise be prohibited under these regulations. The permit may be granted for a specific case or a specific period of time. The Norwegian Public Roads Administration may set conditions for the permit.
Snowmobiles used on public roads must not be driven faster than 30 km/h.
When necessary or to significantly facilitate the service, the provisions of these regulations regarding maximum permitted speed may be deviated from by emergency vehicles and drivers of vehicles in police service.
These Regulations enter into force on 1 July 2002.
From the same date, the following Regulations are repealed:
