The purpose of the regulations is to ensure that driving that takes place on a closed track or other restricted area is organized and carried out in a safe manner.

The regulations apply to organized driving with a motor vehicle on a closed track or other closed area.  This includes the regulations for training and competition driving and other driving on a closed track that does not involve a competition element.  The regulations also apply to other uses of go-karts.

In these regulations, the following shall be understood:

  • Organized:  planned activities that last over time with clear roles, clear res­ponsibilities and specific expertise within the area of ​​activity that ensures that the activity takes place within a safe and responsible framework.
  • Training and competition driving:  driving and training for such driving, which involves a competitive element, for example, reaching the finish line first, or driving a distance in the shortest possible time.
  • Other driving on a closed track that does not involve a competitive element:  driving a registered motor vehicle on a track in a course and training context, and where neither location, speed nor time is recorded.
  • Other use of go-karts:  use of go-karts that are designed for a speed not exceeding 50 km/h on facilities that are approved under the Act of 22 May 2017 no. 30 on amusement facilities (Fairground Act).

The provisions in this chapter apply to organized training and competition driving on a closed track or other closed area.

Participants must follow the established regulations for the applicable track and regulations issued by the motorsport association to which the organizer is affiliated.

Training and competition driving on a closed track or other closed area must take place under the direction of an organizer who organizes such activity in accordance with regulations and permits issued by a motorsport association.

The regulations shall ensure that driving that takes place on a closed track or other restricted area is organized and carried out in a safe manner for drivers, other parti­cipants, officials and spectators.  The regulations must at least contain

  • requirements for approval of the track used,
  • rules for the design of the track, including measures to prevent injury to driv­ers, other participants, officials, service, health and safety personnel and spec­tators,
  • requirements for organizers, including the requirement that the organizer, dur­ing training and competitions, has personnel available on site with experience from organized training and competition driving on a closed track or other clo­sed area,
  • rules for different types of races the motorsport association organizes,
  • vehicle requirements, vehicle approval, including requirements for the use of safety equipment in the vehicle,
  • requirements for training and approval of drivers and attendants,
  • age requirements for drivers of the various vehicle types,
  • requirements for personal safety equipment,
  • requirements for guards and other security personnel,
  • fire safety requirements,
  • requirements for emergency preparedness in the event of an accident, including requirements for the presence of health personnel,
  • requirements for the organizer's licence, vehicle licence, driving licence and other licences used, including requirements and information about the insurance coverage that must be in place for damage to persons and property, and
  • information about obtaining the necessary permit from the Norwegian Public Roads Administration for events.

No later than three months before the first organized training and competition driv­ing, the motorsports association must submit the regulations to the Norwegian Public Roads Administration.  Amendments must be submitted to the Norwegian Public Roads Administration on an ongoing basis.

The Norwegian Public Roads Administration may, in special cases, require changes to the regulations.

Vehicles used in connection with organized training and competition driving must meet the requirements of the Motorsport Regulations.  Licenced rally cars and licensed trial and enduro motorcycles must also meet the requirements in Sections 8−5 and 8−6 of the Vehicle Regulations.  Other vehicles that are used exclusively in connection with organized training and competition driving on a closed track or other closed area do not need to meet the requirements of the vehicle technical regulations.

With the exception of licensed rally cars and trial and enduro motorcycles, vehicles used in connection with organized training and competition driving on a closed track or other closed area are exempt from the requirement for registration in the Regulations of 25 January 1990 no. 92 on the use of vehicles.

The Norwegian Public Roads Administration may, in special cases, prohibit the use of vehicles and forms of competition.

For training and competition driving on a closed track or other closed area, excep­tions are made from the requirements in Regulations of 19 January 2004 no. 298 on driving licences, etc. for driving licences and minimum age.

To cover damage that a motor vehicle may cause in connection with driving in accordance with this chapter, insurance must be taken out with equivalent coverage as under the Act of 3 February 1961 on liability for damage caused by motor vehicles (Motor Vehicle Liability Act).

However, the insurance does not have to cover:

  • Injury to drivers or passengers participating in the driving.
  • Damage to a motor vehicle or property on a closed track or other closed area.
  • Property damage caused to the policyholder or the person who owns or rents the area where the driving takes place.

The organizer must ensure that such insurance is available for activities pursuant to this chapter.

The provisions in this chapter apply to organized driving on a closed course that does not involve a competitive element and where the driving takes place in a regis­tered motor vehicle.

Participants must follow the established rules for the current course and regulations provided by the organizer.

Organizers who conduct courses and training for motor vehicle drivers must have such knowledge and experience that the safety of the participants is ensured.  The organizer must provide the participants with the necessary training on driving before it begins.

For vehicles used for driving in accordance with this chapter, insurance must be taken out in accordance with the Act of 3 February 1961 on liability for damage caused by motor vehicles (Motor Vehicle Liability Act).

For driving that is not covered by the insurance pursuant to the first paragraph, separate insurance must be taken out with equivalent coverage as under the Motor Vehicle Liability Act.

However, the insurance pursuant to the second paragraph does not have to cover:

  • Injury to drivers or passengers participating in the driving.
  • Damage to a motor vehicle or property on a closed track or other closed area.
  • Property damage caused to the policyholder or the person who owns or rents the area where the driving takes place.

The organizer must ensure that such insurance is available for activities pursuant to this chapter.

Businesses and organizations may use go-karts that are designed for a speed not exceeding 50 km/h on facilities that have an operating permit pursuant to the Act of 22 May 2017 no. 30 on amusement facilities (Fairground Act).

For such use of go-karts, exceptions are made to:

  • technical requirements and approval requirements in Regulations of 4 October 1994 no. 918 on technical requirements and approval of vehicles, parts and equipment (Vehicle Regulations),
  • requirements for registration in Regulations of 25 January 1990 no. 92 on the use of vehicles,
  • requirements for a driving licence in the Regulations of 19 January 2004 no. 298 on driving licences, etc., however, the minimum age is 15 years.

These regulations enter into force on 18 June 2021.  From the same date, Regula­tions of 15 January 2001 no. 26 on motor sports on closed tracks or other closed areas and on other uses of go-karts are repealed.

With effect from the entry into force of the regulations, the following amendments will be made to other regulations:

  1. Regulations of 5 July 2012 no. 817 on the approval of cars and trailers for cars:
    • Section 5, seventh paragraph, shall read:

      For cars and car trailers listed in Directive 2007/46/EC, Article 2(3) and for which approval is not sought under these regulations, the Regulations of 4 October 1994 no. 918 on technical requirements and approval of vehicles, parts and equipment (Vehicle Regulations) apply, but nevertheless so that amendments to these regulations of legal acts affecting vehicles shall be taken as a basis.

    • Section 5, new eighth paragraph, shall read:

      A licensed rally car, cf. Directive 2007/46/EC, Article 2, no. 4, letter a, shall be individually approved in accordance with Section 8−5 of the Vehicle Regulations.  Other cars that are used exclusively in con­nection with organized training and competition driving on a closed track or other closed area are exempt from the requirements of these regulations.

    • The current eighth to tenth paragraphs becomes new ninth to eleventh paragraphs.
  2. Regulations of 1 June 2016 no. 560 on approval of mopeds and motorcycles (Motorcycle Regulations):
    • Section 5, seventh paragraph, shall read::

      Vehicles in category L listed in Regulation (EU) no. 168/2013, Article 2, paragraph 2, are not covered by these regulations, however, licen­sed trial and enduro motorcycles must be individually approved in accordance with Section 8−6 of the Vehicle Regulations.

  3. Regulations of 25 January 1990 no. 92 on the use of vehicles:
    • Section 2−5, third paragraph, letter e, shall read:

      Declaration (licence) from the motorsport association stating that the vehicle is licensed in accordance with the regulations issued by the associations.  It must be stated that the vehicle has been appro­ved in accordance with the technical and safety requirements of the regulations if it is to be registered as a licensed rally car, trial or enduro motorcycle.

    • Section 2−8, fourth paragraph, shall read:

      A licensed rally car, trial or enduro motorcycle equipped with licence plates with white characters on a black background must always be accompanied by a vehicle license issued by a motorsport association and a registration, start or training confirmation issued by the said association or organizer.

    • Section 2−11 third paragraph letter e shall read:

      Licensed rally cars, trials or enduro motorcycles that are exempt from the one-time fee/additional fee, and that are used exclusively during competitions and organized training drives in accordance with the regulations and approval of the motorsport association, as well as driving to and from such events, must have licence plates with white characters on a black background.

  4. Regulations of 4 October 1994 no. 918 on technical requirements and approval of vehicles, parts and equipment (Vehicle Regulations) :
    • Section 1−1 new no. 7 shall read:

      Vehicles that are used exclusively in connection with organized trai­ning and competition driving on a closed track or other closed area, with the exception of licensed rally cars, trial and enduro motor­cycles, are not covered by these regulations.

    • Section 6−13 no. 3 shall read:

      Licensed rally cars, licensed trail and licensed enduro motorcycles that are exempt from one-time fees/additional fees and that are exclusively used during competitions and organized training rides in accordance with regulations and approval by the motorsport associ­ation, as well as driving to and from such events, must be presented for individual approval.

    • Section 8−5 no. 1 shall read:

      The provisions of this section apply to licensed rally cars during com­petition and organized training drives in accordance with the regula­tions and approval of the motorsport association.  The provisions also include driving to and from such events.

    • Section 8−5 no. 3 shall read:

      In addition to what is stipulated under no. 2.1–2.5, the Norwegian Pub­lic Roads Administration, on the basis of technical and safety require­ments in regulations issued by motor racing associations, makes exceptions to the requirements in these regulations.  The Norwegian Public Roads Administration may also, in consultation with the asso­ciation, make exceptions for other matters when adaptations are app­ropriate for the design, construction and area of use and it is found to be justified.

    • Section 8−6 no. 1 shall read:

      The provisions of this section apply to trial and enduro motorcycles that are (shall be) registered for the first time in Norway on or after 1 January 1997 and that are used for competition and organized trai­ning in accordance with the regulations and approval of the motor­sport association.  The provisions also include driving to and from such events.

    • Section 8−6 no. 2 shall read:

      Trial and enduro motorcycles are defined in this context as motor­cycles that comply with the motorsport association's regulations for such motorcycles, are exempt from one-time fees/additional fees and are used exclusively for trial and enduro competition riding and/or training, respectively, as well as for driving to and from such events.

    • Section 8−6 no. 3 point 3.4 shall read:

      Wheel shielding must be in accordance with regulations issued by motorsports associations.

Excerpt from Regulations of 21 December 2022 no. 2431 on amusement facilities (Fairground Regulations)

Laid down by the Norwegian Railway Authority (Statens jernbanetilsyn) on 21 December 2022 under the provisions of Section 4, second paragraph, of the Act of 22 May 2017 no. 30 on amusement facilities (Fairground Act).

Tracks and go-karts for rental must be designed and built so that users and the public are not exposed to unnecessary danger.

Vehicles for children should be adapted to the child's age, abilities and skills.

Vehicles must be equipped with brakes on the rear wheels.

Vehicles for children between 8 and 10 years of age must have a reduced wheelbase and be adapted for children down to 110 cm in height.

Vehicles for children aged 8 to 15 years must not be able to drive faster than 25 km/h.

Vehicles for children under 8 years of age must not be able to drive faster than 10 km/h.

Vehicles from different speed groups should not be used simultaneously on the same track.

While driving, the driver and any passengers must be equipped with personal protective equipment.

The track must be staffed by at least two people who are familiar with the facility.

The facility must have a system for providing signals to users.
