Punishment for speeding offences in Norway

The tables below show an overall overview of punishments (fines, points, driving licence seizure, community service and prison sentences) for speeding offences in Norway.

  • The punishments shown in the tables are standard punish­ments without regard to any aggravating or mitigating cir­cumstances that may be applied after individual assessment in each case.

    For example, driving licence seizure can be laid down for lower speeds than specified in the tables, i.e. at speeds that would normally only lead to a simplified fine and points, if the speeding has occurred under poor visibility or difficult driving conditions and similar.

  • The speeds in the «Measured speed in km/h» column are after deduction.

    The deduction is usually 3 km/h, but may also be asses­sed individually in each case.

    At measured speeds above 100 km/h, the deduction is usually 3%.

  • In the «Points» column, points shown in parenthesis is added to the ordinary points for driver subject to probatio­nary period, i.e. driver with national code 100 (in Norway) on the driving licence.

    Imposed points are registered in a central registry, and a driver who receives eight or more points during a three-year period, including points imposed for any other traffic offences that also result in points, will be punished with driving licence seizure for six months.

    Currently, only citizens with a permanent residential address in Norway can be imposed points for traffic offences committed in Norway, but this may be changed!

  • Under «Punishments that may come instead of or in addition to the above:» it is shown which punishment is put forward as a claim when the case goes to prosecution, and – in blue text – which punishment that can be granted in the event of an unreserved confession (confession sentence, abbreviated «Conf. sent.»).
  • With the exception of simplified fines and points, all punish­ments will be registered in the criminal registry and will appear on the driver's criminal record.
  • Following Norway's accession to the CBE («Cross-Border Exchange») Directive in 2025, unpaid speeding tickets imposed in Norway on foreign drivers can be collected from the debtor in most European countries!
 For speeding offences punishable by a simplified fine, a subsi­diary prison sentence also applies, which is based on the amount of the simplified fine, with one day's imprisonment for every NOK 1000, but not exceeding 15 days.

Examples:

Fine NOK 01250  =  01 day subsidiary prison sentence.
Fine NOK 05350  =  05 days subsidiary prison sentence.
Fine NOK 10100  =  10 days subsidiary prison sentence.
Fine NOK 16700  =  15 days subsidiary prison sentence.

For speeding offences punishable by driving licence seizure, the following also applies:

  • The speed must be measured in daylight on a straight and dry stretch of road without intersections and pedes­trian crossings.
  • A speed deduction of up to 30% off the measured speed can be granted in the event of a speeding violation that occurs during an otherwise careful overtaking.

    This deduction can NOT be granted if the speed has been significantly higher than that required to make a safe overtaking based on the current visibility and driving conditions on site, or if the vehicle being overtaken has exceeded the speed limit.
